Longtime Nurse and Senior Legislator Says Her Work for District 106 Is Not Finished

CHARLOTTE, N.C. – Representative Carla D. Cunningham will seek re-election to represent North Carolina House District 106, pledging to champion comprehensive healthcare solutions, mental health and substance use services, and support of vulnerable populations.
Cunningham, a career nurse with more than 30 years of experience caring for patients across hospice, intensive care, neurology, pediatrics, rehabilitation, and home health, has served in the North Carolina House since 2013. Her deep health-care expertise and seniority in Raleigh have made her one of the legislature’s most respected voices on health care.
Delivering Results for Mecklenburg County
In the most recent legislative session, Cunningham helped secure approximately several million dollars in state funding for nonprofits and community organizations, strengthening local programs that support children, seniors, mental-health services, and neighborhood stability.
Cunningham played a pivotal role in the long-awaited passage of Medicaid Expansion, one of the largest health-care investments in state history. More than 700,000 North Carolinians now have access to care.
“Expanding Medicaid was a decade-long fight, it is what brought me to Raleigh. More mental health providers are serving people covered by Medicaid since expansion and our overdoses are down,” said Cunninham. “My work is not done though; vulnerable populations still need access to quality healthcare so families and communities can thrive.”
Addressing Recent Criticism and Standing Firm on Community Values
Cunningham recognizes recent criticism around her comments on immigration enforcement, pointing to her recent statement clarifying her position on ICE cooperation.
“My focus, and my vote, is regarding serious offenders and the importance of taking custody of those criminals in our jails, rather than out in our communities where others can be harmed,” said Cunningham. “I do not support any practices that intimidate law-abiding immigrant families. Community safety and community trust must coexist, and I will always stand up for both.”
A Proven Leader with a Deep Record of Service
Cunningham currently serves as:
Chair, Joint Legislative Oversight Committees Health & Human Services
Vice Chair, House Health Committee
Member, Appropriations
Member, Appropriations: Health & Human Services Subcommittee
Member, Rules, Calendar & Operations
Member, Energy & Public Utilities
Member, House Select Committee on Substance Abuse
Member, Joint Legislative Oversight Committee on Medicaid
Her leadership and expertise have earned statewide recognition, including:
North Carolina Jobs Champion (2025, 2023-2024)
Legislator of the Year, N.C. Nurses Association (2024)
Legislator of the Year, NC Child (2023)
“Our communities are stronger when every family has access to health, safety, and opportunity. I will keep showing up, listening, and fighting for the people in District 106 and communities across North Carolina,” Cunningham said.
